    DHS Begins Collecting Fingerprints

The U.S. Department of Homeland Security (DHS) is now collecting additional fingerprints from international visitors arriving at Washington Dulles International Airport. The change is part of the Department's upgrade from two- to-10 fingerprint collection to enhance security and fingerprint-matching accuracy.

"Anyone who's watched the news or seen crimes solved on television shows can appreciate the power of biometrics," said Homeland Security Secretary Michael Chertoff. "They help the legitimate traveler proceed more quickly while protecting their identity and enable our frontline personnel to focus even greater attention on potential security risks. Biometrics tell the story that the unknown terrorist tries to conceal, and it causes them to question whether they've ever left a print behind."

Department of State (DOS) consular officers and DHS Customs and Border Protection (CBP) officers collect biometrics -- digital fingerprints and a photograph -- from all non-U.S. citizens between the ages of 14 and 79, with some exceptions, when they apply for visas or arrive at U.S. ports of entry. The Department's US-VISIT program checks this data against a joint Federal Bureau of Investigation (FBI)-DHS watch list of criminals, immigration violators and known or suspected terrorists. Watch list data comes from several sources, in particular the Department of Defense (DOD), FBI, DHS and other federal, state and local law enforcement agencies.

Checking biometrics against these databases helps officers make visa determinations and admissibility decisions. It improves the department's ability to compare a visitor's fingerprints against latent fingerprints collected by DOD and the FBI from known and unknown terrorists all over the world.

Dulles became the first port of entry to collect additional fingerprints from visitors in November 2007. Nine other ports of entry will begin 10-fingerprint collection during the next few months, and the 278 remaining ports will begin this process by the end of 2008. This announcement is the result of an interagency partnership among DHS, FBI, DOD and DOS.

The next ports scheduled to collect 10 fingerprints from international visitors are: Hartsfield-Jackson Atlanta International Airport; Boston Logan International Airport; Chicago O'Hare International Airport; San Francisco International Airport; George Bush Houston Intercontinental Airport; Miami International Airport; Detroit Metropolitan Wayne County Airport; Orlando International Airport; and New York's John F. Kennedy International Airport.

DOT Changes Rules for Lithium Batteries

Effective Jan.1, 2008, the Department of Transportation (DOT), through the Pipeline and Hazardous Materials Safety Administration (PHMSA), will no longer allow loose lithium batteries in checked baggage.

When flying, the following rules apply to the spare lithium batteries you carry with you in case the battery in a device runs low:

Spare batteries are the batteries you carry separately from the devices they power. When batteries are installed in a device, they are not considered spare batteries.

You may not pack a spare lithium battery in your checked baggage.

The DOT recommends carrying your devices with you in carry-on baggage. If you must bring one in checked baggage, you may check it with the batteries installed.

Under the new rules, you can bring batteries with up to eight-gram equivalent lithium content. All lithium ion batteries in cell phones are below the eight-gram equivalent lithium content. Nearly all laptop computers also are below this quantity threshold.

You can also bring up to two spare batteries with an aggregate equivalent lithium content of up to 25 grams, in addition to any batteries that fall below the eight-gram threshold.

For a lithium metal battery, whether installed in a device or carried as a spare, the limit on lithium content is two grams of lithium metal per battery.

Almost all consumer-type lithium metal batteries are below two grams of lithium metal. But if you are unsure, contact the manufacturer.

    Name That Ship Contest

USA TODAY and Royal Caribbean International are sponsoring a contest that will give you the opportunity to name the world's two largest cruise ships, presently code-named "Genesis I" and "Genesis II." The winner of the naming contest will attend the gala naming ceremony and go on a week-long, first-class, expense-paid cruise vacation on the ship he or she named.

The six-week-long contest breaks maritime tradition where heads of state, corporations and governments selected the name of a ship. It is believed this is the first time that a member of the general public, not associated with the cruise industry, will have the chance to name a major cruise ship.

To launch the contest, Gene Sloan, USA TODAY travel reporter, will look at how ships are traditionally named and how repetitive cruise ship names historically have been. You can submit names for the new ships online through Feb. 29, 2008.

The to-be-named Genesis I and II, weighing in at 220,000 tons and accommodating 5,400 guests each, debut in 2009 and 2010. Royal Caribbean seeks entries that best encapsulate the universe of experiences a Royal Caribbean cruise provides rather than focus on the sheer size of the ships.
